Some dogs can be allergic to preservatives and other additives in commercial pet food. You need to eliminate the offending stuff through a process of trial and error, or get something which contains none or minimal additives (e.g. expensive) or prepare your own doggie food. But you must first rule out other causes of skin conditions.

Poor quality dog food can also give rise to unhealthy skin and coat.
