desperate situation Can't Post

hi all, i'm new here. Currently facing a very difficult situation...may need some opinions and advice from all the caring people here.

In the evening of 5th Dec (Sun), Kenji, my almost 4 yr old maltese was attacked by 2 of my neighbour's mongrels. During the incident, the owner let both the dogs loose and Kenji was actually behind the house compound while both the mongrels were just outside the fencing. Both the dogs somehow manage to drag lil' Kenji out from the house compound through the fencing and attacked him.

As the back of my house faces a slope of secondary forest, after both attacked Kenji, one of the dogs bit Kenji and pulled him all the way down the slope. When Kenji was finally saved, he was hurt badly and could barely move. We tried contacting several vets, but to no avail as it was a Sunday.

As night fall, he was getting weaker. He started bleeding at the abdomen from the bite during the wee hours but we manage to stop the bleeding. Blood was present when he urinated.

When morning comes, the first thing we did was take him to the vet. We left him there as the vet was going to operate him. At late afternoon, the vet called and told us to go over to the clinic at once. He said it's difficult for Kenji to survive, his bladder was punctured and there were internal bleeding. We finally put him to sleep.

Now, the situation is, the neighbour initially wanted to compensate us by getting us another dog. They asked us for Kenji's original MKA cert. as reference.

To date, they have not kept their word and they don't seem to want to return Kenji's MKA cert. back to us. Is there anywhere that I can file a report? Are they at fault of letting their dogs loose? All I want now is to at least get back the cert.
