i'm a bit confused here 'cause most of the website that i went to all also stated taht shih tzu is in toy group but they don't have utility group...hmm how they group 1 actually??

The Shih Tzu is grouped by different kennel clubs/associations differently. In fact, even the breed standard (especially in terms of weight and size may differ from on to the other).
American Kennel Club - Toy Group
The Kennel Club of Great Britain - Utility Group
New Zealand Kennel Club - Non-Sporting Group
Canadian Kennel Club - Non-Sporting Group
Australian National Kennel Council - Non-Sporting Group
