Jack Russell skin problems

My 1yr+ JRT has been having this itch every time she has contact with the grass in our gardens. It started of with itch where she would scratch at the same particular area,her chest or rub it on the grass itself. The itching gets worst with every scratch and soon a patch of hairs are lost from that area. She go completely healed when i brought her back my hometown where there is no grass in my house. I can't bear caging her up and let her run free when i work and thus leading to this skin problems. Need words of advice from the experts and dogs lovers. Thank you.
