So sorry to hear about your doggie's skin condition.
I assume that you have described all you wrote in your post to your vet ... Please remember - you must provide your vet with all relevant information ... if you don't, then you hamper your vet's attempt to diagnose.
As far as I know ... having recurring skin condition is not normal for any dog ... having pustules or red rash all over its body on a recurring basis is also not normal for a dog ... I would therefore be very cautious about any vet who dismisses such symptoms as being normal.
It is also very difficult (if not impossible) to try and identify causes of dermatitis (skin condition) over this forum.
