Normally good grooming will cost a lot of money. I paid 150 before for grooming for my dog and it looks terrific. The normal grooming for around 80 is just normal. Cheaper one I am not too sure. Cert or not it depend on the skill of the person.
Why not you just try to groom it yourself. Is much easier and convinient.
